a beacon lighting the way for government.

The Hitchhikers Guide to the Galaxy clarifies much that would otherwise remain puzzling to sentient beings. With the explanations it provides, even carbon-based, bipedal ape-descended life forms on Earth -- who are "so amazingly primitive that they still think digital watches are a pretty neat idea" -- can understand.
