A cosmetology license, required for hair braiding? Really?

Just two weeks ago, Nebraskans who wanted to make money braiding hair had to undergo 2,100 hours of training to obtain a cosmetology license, which state officials say dedicates little time to natural hair braiding techniques.

But now Nebraska Gov. Pete Ricketts, a Republican, has signed legislation into law that will lift arduous occupational licensing requirements on the state’s hair braiders. […]

She said the government is often “too intrusive” and enacts restrictions that prevent people from earning an honest living. She hopes her bill, which Ricketts signed into law March 9, will empower female professionals to take risks, which she said will help build self-esteem.

“It’s the pursuing of the American Dream,” Fox said. “I think when you start taking risks and accomplishing things, it kind of makes you, the entrepreneur, set the bar higher and try to accomplish more.”

Yes, yes it does. That’s exactly what it does. The opportunity to accomplish something on your own. If you don’t know this 2100 hours is about 52 weeks at 40 hours per week, what we call full time, by the way, all that for hair braiding.

Furth said Nebraska’s legislature should continue to deregulate work in the state, where there is “no serious, proven risk” to public safety.

“One easy way to deregulate is to accept other states’ licenses: If you’re good enough to be a dentist in Iowa, you’re good enough to be a dentist in Nebraska,” he said. “That’s an easy way for a state to attract more skilled workers without being accused of risking public safety.”

That I don’t completely agree with. While she’s right, as far as she goes, but she doesn’t go nearly far enough. As most of you know, I’m an electrician, and yes, I’m a pretty good one. And yes, bad electrical work can kill you, and do it quick, by electrocution, by fire, and by other things. But you know what, Nebraska’s licensing system, isn’t really about safety, maybe it was at one time, but now it functions as simply a medieval guild. It exists to prevent other equally good electricians from competing with the ones that have a license. If memory serves, neither Pennsylvania or Indiana have state licenses, although they likely have some sort of inspection regimen. By the way, here you need a state permit to change an outlet, which costs about $50 additional. Yeah, I know!

I’ve written about this before, here, and here, and this too is relevant. Yes, a lot of that has to do with codes, and inspections and such, but it’s still very relevant to the discussion.

Short form is this, having a bloody piece of paper, and having pushed a broom for four years, and having passed a test I could have passed when I was 14 just does not make you a competent electrician, neither does mandated continuing education, which requires that half of the courses you take each biennial period duplicate over and over again. Electrical theory hasn’t changed much in the last fifty years, but what has changed is the material we work with. I spent most of my time in the last few years with single board computers, programmable logic controllers, variable frequency drives, computer networks and sensors, and other things that didn’t exist in 1980. I did not learn that in bogus seminars for licensing requirements, I learned that mostly in the field, by reading, and by taking real seminars that allowed me to do the job.

The code has changed, it’s purpose now is, as near as I can tell to keep an unattended two year child, or a stupid drug addict safe, and like I said in one of the linked articles, it forces us to refuse to work on really hazardous installations, unless the client can afford the tariff.

Are there solutions? Sure, but we’re not looking for them, because the manufacturers want to sell higher priced material, and the authority having jurisdiction, who by the way, is not your local inspector, have a need to, at all costs, protect their jobs, for which, frankly, I don’t blame them at all.

And yes, all of this has much to do with why I retired or was that got too tired to deal with it.

I haven’t written a lot about this, mostly because my knowledge is more limited than in other energy areas which also have problems. But the apparent attack this morning on Iran‘s oil transhipment points makes the point clear. Anything connected to the internet, and some things that only have an indirect connection are vulnerable to hacking, and almost all controllers now run on ethernet of one kind or another. Not everybody loves us and as you separate out your vulnerabilities you lose all chance of security. That’s why some of us are so leery of cloud computing.

The ultimate nightmare, of course, is an EMP attack, but that would be a huge threat to protect against, it’s probably better to have a remedial plan for that, if even that is possible.

This article is very interesting, and I don’t disbelieve him, I don’t have enough information to flat-out say he’s right but, I find it very plausible.

As smart grid metering systems expand across the developed world, many are starting to ask whether the threats posed by the new devices, which officials promise will save energy and reduce end user utility costs, outweigh their benefits. In addition to documented health concerns resulting from radiation emissions and no cost savings being apparent, opponents of the technology argue that smart meters are violative of basic privacy rights and give the government yet another digital node of unfettered access to monitor and control personal electricity consumption.

Now, an alarming new documentary suggests that security problems with the inter-connected and seemingly convenient smart grid may be so serious that they could lead to a catastrophic failure of our nation’s entire power infrastructure.

In an interview for the upcoming documentary titled Take Back Your Power, Cyber defense expert David Chalk warns that our nation is in crisis. Not only are our smart power grids susceptible to hacking, but they may very well already be infected with Trojan viruses and back doors that will ultimately lead to disastrous consequences:

The front door is open, and there is no lock to be had.

There is not a power meter or device on the grid that is protected from hacking, if not already infected with some sort of Trojan horse than can cause it to be shut down, damaged or completely annihilated.

We can’t take a massive outage all at once.

When we say ‘it goes down,’ we’re talking about generators burning out. We’re talking about coal plants being damaged. We’re talking about destruction of equipment. This isn’t just a matter of electrons going around and shutting off the moving data.

Physical equipment can be damaged… watch some of the videos of cyber attacks on generators and other devices. You’ll see they’re actually damaged. Multi million dollar machines are hacked into.

We look at corporations. We look at the very companies like Symantec that are there to protect us having been hacked, and their code is in the public domain.

Bring forward a technology and I will show you that it’s penetrable. I’ll do it on national TV, I’ll do it anywhere… I can guarantee you 100% that there is nothing out there today – nothing – that can’t be penetrated.

We need safety and security, and today that does not exist in the smart grid.

As Mr. Chalk points out, even the top security firms in the country have been hacked, and the head of USCyber Security confirms that military systems are under constant attack and have been broken by hackers who have gained access to sensitive military and space agency systems (including active Jet Propulsion Labs spacecraft). Our entire drone fleet, yet another node in the ever expanding control grid, was recently compromised by a virus that was able to log access commands and passwords for high security military systems. The vulnerabilities of these systems became starkly clear when Iran’s military broke global positioning encryption and took control of a U.S. military drone over their airspace.

This is no longer about a single computer going down or file directories being accessed. Cyber conflict is moving into an entirely new realm, where rogue hackers or state-sponsored cyber operations are capable of targeting physical grid infrastructure like power, water,  and oil refineries, commerce and transportation systems. According to one expert, such an attack has the potential bring down life as we know it in America in a matter of just 900 seconds.

Some would argue that we need more governance over the grid system, or stricter penalties for those who compromise it, or further yet, more monitoring and tracking so attacks can be prevented.

The other option, however, is that we take individual Americans off the traditional grid altogether by empowering them through tax credits and de-regulation, so that every one of us can have their own personal smart grid in their home, independent of intervention from government or traditional energy industry players.

Only this limited government, personal responsibility solution is capable of providing a truly impenetrable level of power grid safety and security for each and every person in the United States.

However, like all things government, the narrative seems to be to first create the problem, then move to fix it by more centralization, control and dependence. It’s a trend we see not just in our energy sector, but every aspect of our lives.

One thing I’ll add is that this isn’t a traditional IT security issue, although some of those techniques undoubtedly are germane, this has to do with millions of physical locations almost all of which are accessible to anyone. Much like a kiosk on a street corner that can access any part of a corporate IT Network. It is going to be a huge problem.
